Hawk ID

This photo was taken March 11, 2011 on the Eastern Shore of Maryland. I saw this hawk fly out of the corner of my eye. We stopped the car and I had the chance to get this shot off. Perhaps the lighting is messing with this image. I can't think of a raptor with a dark head that's supposed to be in MD. I can't place it at all, but my best guess is a Rough-legged Hawk

I took this photo near Hooper Island on the Eastern Shore of MD on March 4, 2011. I thought it might have been a duck, but the bill doesn't look right. I have no idea what this is. Sorry for the terrible photo.
